This is a very simple problem.

as you know, any CAD package will draw your parts, and export a DXF
file. You can use CorelDRAW to make test or other figures and also
export a drawing file.

SHEETCAM will take the DXF or COREL file and convert it to a G-Code file.

MACH will then drive the machine's motors on all three axes.

Although you do no require the ability to set tool offsets, that
feature is part of the software.

I am not sure if how many all-in-one programs there, but there are
some that allow you to draw and then control your machines axes.

If you are only interested in the drawing or part creation, look at a
CAD program or CorelDRAW combined with SheetCAM.

That combination will allow you to wind up with a G-code file, but
will lack the software to actually send the g-code to the machine.
