If you want a CAD style interface take a look
at Dolphin PartMaster Level 1, this has all the features
mentioned and is also in the price range discussed.

Hi,

Now if you offered this as a downloadable package that was feature
limited and then cost $150 or so for the full blown version one could
say wow! But, at $495 just to try it out to find it isn't suitable
(MACH is free for that) it's kind of expensive.
