You might have a look at ebay #190170109995 which is an
open source software and hardware project from a German
university. It has a Atmega 128 on it that brings out 3
8 bit ports. It has Ethernet and a bunch of other IO devices.

I bought one to play with and it works quite nicely. As
delivered, it has a little web server on it. I replaced that
code with my application.

I have no connection with them but an a satisfied customer.
It would save doing a ground up design. If you do want
to do a hardware design all the schematics and layout
are available so you could modify it.

My next rev. of the buffer board will probably be to
switch over to an Atmel AVR processor (probably an
ATMega168) to pick of a factor of 5 or more in speed.

After that, I intend to tackle the bandwidth bottleneck
and switch over to 10MB Ethernet using a Microchip
ENC28J60 chip. After that, I would speed up the the
microcontroller again, -- either an ARM or an FPGA.
I'm leaning towards the FPGA, since they are kind of
neat devices I've always wanted to figure out.
