One of my friends has a Kent mill with an Accurite MillPWR conversion
with a nearly identical factory quick change system installed.
Basically each toolholder (R8 shank with a special retention stud)
goes into the spindle and you push back against a 500-700 lb spring
with the quill handle. This allows the tool to be locked in. Nearly
identical to what you describe, except the addition of a pull stud
replaces the Tormach tooling system.
