I don't think anyone's written a plugin for it so the answer is probably no.
If you or anyone writes a plugin for it then the answer is probably yes ;-)
Just remember that, no matter how the encoders are read, Mach still doesn't
handle the position loop. You can use it as DRO, keep track of position
during E-stop and/or make a "following error detector" for lost steps etc
but there's no way for Mach to correct on the fly.
