EMC2 does this. The software is free. You can download a liveCD from
<http://www.linuxcnc.org>. Boot the PC with the liveCD and you're
running a full Linux system with realtime extensions and EMC2. If you
like, you can install to a hard drive.

You can do threading, CSS (constant surface speed), FPR (feed per
revolution), etc.
For low speeds (with low depending on how your computer fares for
realtime, max spindle speed, and encoder resolution), you can use
parallel port pins and a software encoder counter. For higher speeds,
you'll need some hardware to help with that. There are PCI cards and
parallel-port connected cards for $89 and up which do this (from

others )
