I've tried them all. Even built my own with a toolchanger see

I now use a 24000 rpm 800W HF spindle and VFD, something like these:

Mine's water cooled, there's an air cooled variant.
This is the quietest spindle you've ever heard. Cutting soft things
(plastic/wax/wood) the whine of the stepper motors is louder than the
spindle. Cutting aluminium, you can have a conversation next to it. I have
an enclosure over my router which seems to attenuate the higher frequencies
quite well. I miss my toolchanger, but I won't be going back to it.
These spindles are what everyone who builds a flimsy little router and tells
themselves that "all they want to do is take light cuts in wood/plastic/Al"
are actually thinking.

Remember, small machines with small cutters take little cuts. Its not
unusual for a job to run for more than 1 hour. None of the cheaper options
(even some of the medium priced ones) are designed for that kind of run
time. 24KRPM means high feed rates, we rough at 4-6m/min in wax and 2m/min
in aluminium using 3mm cutters. These rates slash the time to run a job.

Jack: Google a firm by name Perske (sp?) (Germany). I haven't bought
from them in over 20 years, but they make DOZENS of kinds of spindle-motors
with
hollow- and collet-shafts, etc. for use in such as X-Y machinery, also the
HF 3-Ø converter motor-generators for powering the HF versions. Sorry I
don't
have contact info, but I just have had no need for their stuff in decades,
so lost contact info.

Now, if you need something "good" but just a little larger than a Dremel,
look at the "laminate-trimmer routers" in construction vendor stores such as

Home Depot, Lowe's, etc. Sadly, the Japanese makes are FAR nicer machinery
and
more reliable than the usual U.S.-made "competition". But may-well be a
bit
pricier for "same" item.

If the usual NOISE of a "universal motor" (the kind with "brushes" as in
routers) is too much, think on using a HF (High Frequency) 3-phase motor;
running on 400 Hz. Gets very expensive, as you have to have either a
motor-generator to produce the 400 Hz. 3-Ø power for such a spindle-motor,
or, some kind
of electronic source such as a VFD. If initial cost is not a factor, go
with
the HF 3-Ø. It'll last longer and drive fewer operators nuts, with loss of

hearing and tinitus! (NO LOL!) Jan Rowland
