Editing a .stl file is something only handled well by high end software and computer. I was once sent a stl file of a part that needed to be modified. Computer crashed multiple times. stl files are best left for output for 3D printing, sla, sls, etc. I've been involved with some projects with dense meshes and the same thing applies. I've had to convert meshes to nurbs and then to stl files for printing and it was a nightmere and many hours of work.
Best to stick with nurbs for design and have the abilitgy to output one of the more common file forms.
For CAM I reccomend a stand alone CAM software that accepts .dwg, .dxf, iges, etc.

From what I can tell, Blender started out as an animation thing, but 3D
design is 3D design and it got adapted for CAD and video game modeling.
I don't know what the options are for CAM to actually generate G-code
from it. Like I say, unless you're 3D printing, it's difficult to work
with general-purpose .STL files for CAM. They say there are CAM scripts
for Blender but I don't know much about them.
They say Blender's "learning curve" is pretty harsh.
