I think you're over thinking what you're trying to do. To drill holes,
all the CNC has to do is go to a point co-ordinate whit the "Z' axis in
the up or clear postion and work the "Z" axis up and down. I've used
dxf2gcode to translate to get a path, then insert the drill routines
where needed. Works for me.
