The EMC stepper with encoder feedback is written specifically for the DRO
boards that Dan at Camtronics sells. The boards and the code does not care
whether the encoders are on the motors or are on the table. The only
difference is the number of encoder counts per inch. This is set as the
value in OUTPUT_SCALE
