Ahh, yes, I began to understand what you really had here after sending
my previous reply. Yes, a program could be written to do this.
Recognizing a series of lines in one plane that follow a circular arc
and replacing them with a arc move would not be that hard to write,
but I don't know of any such program already written. Recognizing
a series of lines that follow any one of the simple conic sections, and
replacing it with as few circular arc moves as possible while keeping
the error within some small bound would be an even better program,
and only a bit harder to write. An interesting exercise for the
mathematically adventurous!
