Scott,

Yes, capacitors are what's used to balance the load. Some do it better
than others. I have literature around here somewhere from an outfit that
sells a high end setup that monitors voltages across all three legs and
switches caps in and out as needed to maintain balance. Never had the
courage to ask what that unit sells for...
