OHHHH, man! Do you have a relative who was known by the name
'Rube Goldberg'? How many days will it take you to tune such a
contraptions' time response so it settles, instead of hunting several
thousand RPM every second or two?

You probably don't really need closed loop control, here, as long as the
router motor is driven by a constant-voltage source.
