You could just put a variable resistor before the router. Half the power in,
half the power leaving the router's spindle. I don't think it needs to be
too precise if all you're worried about is the speed burning the wood. You
could start the router and make a few test cuts and just tune it down until
it stops burning the wood (Mark the positions at different feed speeds if
you like). Places that sell model turbines will sell you high speed
tachometers. If you were to fix one to the side of the router, paint the
tool black and score a line from it's centre out, you could measure the
speed of the tool easily.
