Well, that is up to the particular CNC control.

But, in general, the most important thing in the particular case
of a stalled axis is to stop all OTHER axes, possibly saving the
workpiece, and maybe even the machine. In the most general
sense, an emergency stop condition should stop all motion and
the spindle motor, too. this should be done in the most reliable
and positive way, not involving the computer, but through very
simple circuits and relays. The E-stop circuits should be as
fail-safe as possible.
