You can, but regular wrenches make it VERY difficult to not put
a side force on the tap. This causes real problems when tapping.
Tap wrenches are designed so that you can apply torque while
balancing out side forces. they come in a variety of sizes to match
the size tap you will be using, and the handles get longer for the
big taps.

There certainly isn't ONE. it depends somewhat on the type of
machine (lathe or mill) and the type of motors/drivers you will be
using. it also depends on your budget and the type of work you
will be doing, ie. 2D, 3D, continuous surface countouring, surface
finish required, speed required, etc.

Huh? You mean by the hour? I'm not sure you can compare
hourly rates without knowing how many hours a particular shop
would take to do it. The setup time often eats you alive.
