All steels are not tempered at 400 degrees. The tempering temperature will
depend on what the steel is being used for. Cold chisels, knives and screw
drivers could all be made from the same material but would all be tempered
differently.

Incidentally, the position in which the steel is quenched is important too.
If a knife blade is quenched with a flat side up it will probably warp.
Same problem occurs when color case hardening.
