The Award BIOS on one of my ATX motherboards will allow it to start
with pin 14 jumpered to ground. Check for some setting controlling
what to do after power loss. Mine has a reboot setting. Enabling it
allows switching of the mains to control cycling the motherboard
power. Disbaling means I have to soft-start the motherboard.

Note that controlling the power supply in this manner effectively
disables the +5V standby power that is normally supplied to an ATX
motherboard. This is a big difference from the AT style of course.
There is always power to an ATX motherboard if it is plugged in (and
switched on if it has a swicth, some supplies do not and are
always 'on' if they are plugged in) even if the ATX power supply is
not started and full 'on', and the reason the cord should be pulled
from the wall before opening the case and fiddling with the
motherboard.

Your success will vary depending upon what is using this standby
current. If nothing is using it, there should be no problems.
