It is the motherboard BIOS that has the "Power state after power fail"
feature.

The ATX powersupply is "dumb"

All ASUS motherboards I have used in the last 6 - 8 months have these
options.

Critical if you are building servers, building monitoring controls etc even
if you have battery backup.

Side note If you have SOYO motherboards in the 6BA and 5EMA but not 5EMH
versions and it fails to powerup one day check the electrolitic caps near
the Pentium slot 1 connector. If any are domed on the top, swollen etc,
expoded and are labled 6.3VDC carefully replace them with same capacity but
10VDC voltage rating. They are low ESR caps so replace with low ESR. We use
Panasonic caps from DigiKey part number P10224-ND.

This problem may be applicable to other brands also
