I'd guess the "odd" gears would be ideally suited for 3-D EDM wirecutting,
if you don't need something "too" precision. You'll need to supply
whatever pressure angle you're working with, and the pitch, but the modern
machines ought to be able to produce what would pass for an involute form.
Maybe locate a Tech School where they teach EDM Machining, and try to get
one of the students to have a go at it. It's (drawing on Tech-School
resources) commonly done here, stateside.
