Hi Ray:
Good suggestion but with a couple of caveats.
There aren't too many wire EDM's out there that can handle such extreme
tapers.
Charmilles is the only one I know of.
The programming will be EXPENSIVE!!!!
If you can do it yourself you will save a bundle, but you need access to the
right software.
The gears will be the most accurate you will ever see, but the surface
created by the EDM process is a poor surface for wear.
The EDM process also creates a recast layer and a heat affected zone; the
recast layer is typically full of microcracks which can propagate and lead
to early failure of the gear.
The most modern power supplies can minimise the recast; look for a high end
machine less than 3 years old.
You will still have the other problems to overcome.

I'd cut them with a flycutter using the parallel tooth method on a milling
machine.
