This kind of question has been answered many times on our Vector user
forum. There is a text searchable archive of 3 years on the Vector
distribution CD, as well as the current and archival record on the web
(also text searchable) at http://www.vectorcam.com

The answer will depend on the kind of machine controller that you are
using. There are many many ways to approach drilling. This is only
one of the possible methods in Vector:

If your machine supports peck drilling, you draw a point at the depth
you want to drill, at the locations you want, and pick the drilling
cycle from the Cycle menu. Vector then interactively lets you input
the drilling parameters as user inputs, generates the coordinate
values and spits out the G80 at the end.

Most of the preconfigured controllers included with Vector have the
automated drilling cycles implemented.
