Try out Vector Cad (nearly free to group participants). While it appears to
also send out linear approximations with the HP7475 plotter driver, you
can control the order and direction of cutting within the plot file. It is the
same as the selection order and direction in VectorCad.

I tested one of the arcs to check the accuracy.

On an arc with a .8 radius over 180 degrees, Vector generated 45 x-y pairs.
I drew this shape with the arc and the lines and measured the maximum
distance between the arc and the little chords. Maximum error distance
was .00061 inch.
