Hi Jeff,

Are you driving 1/2 coils? Probably easier to get working, and more
power. If not, then you might have the coil halves connected
improperly (out of phase). You will also have to insure that you have a
coil from each of the two phases. Do you have the mfg.'s color code for
the motor? Also what is the current/voltage requirement of the motor?
Perhaps the inductance (and motor voltage) is too high?
