Capper: If ONE wire is welded to the aluminum case, it is "negative", and
the OTHER one should be INSULATED from the case, usually in the middle of
black rubber..

These days, it seems more electrolytic capacitors have the NEGATIVE terminal
identified, rather than the "+". So, the ones you have, if they still have
the marked plastic sleeve on 'em, maybe you are not seeing this "- marking",
looking only for the "+ marking", instead.
