Doug,

Just a thought, have you had the phone company check it's surge protection device. They normally have one at the point where the
line meets the building...

As you have had so many hits, it could indicate the phone companies protection device is defective and you modem are taking the
hits.

Short of making your own, there is not much you can do, even then mother nature is hard to contain...

Sealed spark gaps are cheap and plentiful on the surplus market, they also have little effect on the line impedance.
