No, they probably can't, unless they have the same video card and disk
type as on the first machine.
Also, Linux in general will not boot from the CD, as it usually assumes
it can (and has to) write to
the disk when mounting file systems, starting processes, creating log
files, etc. The CD-bootable
Linux is a special system, configured specifically for boothing from a
CD. I'm sure anyone who
knows the right settings could configure a system to boot from CD, but a
plain copy of a normal,
writable disk will not work.

Now, you probably could make up a utility disk that will boot up a
minimal Linux, like the
startup disks, to restore the hard drive image from CD to hard drive,
run LILO on it, and
then have a bootable hard drive. The only other thing is to do the disk
partitioning before
the above process, so there is a file system to receive the contents of
the CD.
