Inrush refers to the extreme current surge that occurs
when you first turn the supply. At that instant the capacitor
appears as almost a total short.
Transformer core saturation and winding resistance helps
control this somewhat, but with really big supplies a little
more help is needed to "soft start" the unit. It's not a big deal.
