This must mean that the original specs were wrong.

Since they are marked as 110 in 24 out, we "should" have a reduction
of 110/24=4.5833333

But from your measurements we get 122/29.5=4.1355932

If they were correctly labelled we should get 122/4.5833333=26.6

Perhaps that is why they are being sold "surplus"?
