how about something like the 8255 board from
http://www.boondog.com/
source code that can be modified to work with almost any 8255 design
can be found at the Linux lab project
http://www.llp.fu-berlin.de/
most proto boards have space for 2 8255s and an 8254 timer with room
left for the Kulaga DRO parts,you could build this yourself for <$100

put all these together and you could have 75% of
a Stg 4 axis board,all thats missing is the servo DACs,and the ADCs
which arent used by EMC anyway

Shinano Kenshi 24VDC Servo Motor with Encoder Res: 500 Pulses/Rotation

the encoder is 500 P/R for each channel or 2000 in quadrature
plus index pulse,brushless motor control chips can be found
for <$5 in onesies
