Reading your text I get one idea:
Suppose we put two strips on both side of 4"x6"x1/4" hot rolled steel,
getting picture like this:
resin
/ strip
/ /
!...........!/
!!---------!! Then we can level the tube horizontally and put epoxy resin
or polyester
!! !! to get two millimeter (for example) layer. This layer will
be ideally
! ! horizontal before resin get hard.
! !
! ! tube
! ! /
! !/

Yes, I think you are on the right track. You could attach pad support points
to the tubing and then mill just the points flat- averting stress induced
warpage
since you are not machining the tubing itself.
