That's not strictly true. But, any servo drive with a current limit
(should be
all of them) will protect the motor. I am quite sure many servo motors, if
connected to a source of rated armature voltage while stalled, will draw
enough current to damage the magnets immediately, and fry the windings
soon after. NON servo-rated PM motors are generally designed such that
starting at full rated voltage from standstill will not harm the motor.
Servo-rated motors often have very low armature resistance, and can draw
much more current when stalled.
