Well, like I said, the leathercraft swivel knives are sold at Tandy
Leather. They seem to have made them fancier, in the last 25 years,
since I bought mine. I assume they can be bought anywhere
leatherworking supplies are sold -- Tandy, the Leather Factory, etc.

Basically, the knife blade goes in a heavy duty shaft...there is a ball
bearing between the shaft and the yoke at the top. They're held
vertically, and are used to cut designs into leather. We've all seen
"carved" leather oak leaves on wallets...names embossed on belts, etc.
That's the tool that does it!

Shouldn't be too hard to start with a design like this, and adapt it to
a vinyl cutter head. A shame...they used to make a solid synthetic ruby
knife which went in the holder...that thing NEVER went dull. Probably
why it's been discontinued...no repeat orders.
