When we do tool changes on our other mill, we change the tool, then move
to a point on the z=0 plane, then set the tool to just touch it. (We use
an M00 command to wait while we set the height.) That way we can use
long tools and not have an issue. We would do the same with our BP
clone, regardless of whether we power the knee or the quill.
