My raster-to-tool-path code will do that. It works from a description of
the tool profile, so it will work for V bits, ball-end bits, and square bits.

You use photoshop, GIMP, or some other tool to place the text, then convert
it to my tool-path file. It *should" be easy to convert to G-code -- and I
volunteer to write it -- if someone will send me a G-code tutorial and test
the results.
