No, certainly not. Most stepper motors are 2 phase. In the 2-phase
category, there are 4, 5, 6 and 8 wire motors. 4, 6 and 8 wire
motors can be used with bipolar drives. 6 and 8 wire can also be
used with common unipolar drives. 5 wire motors require a rather
special version of drive.

But, there are also 3 and 5 phase motors, that all require their own
type of drive, that is totally incompatible with the more common
2-phase motors.
