We use several different setup methods to set the Z-axis to various degrees of accuracy.

Paper - least accurate, but heck it's close enough for a quick job

Electrical circuit devices - decent and it's consistent and repeatable up to about 0.0005"

Z-axis setter like this one on ebay - (no I'm not affiliated with the seller in any way)

I was surprised (yeah, we just got that last week) that this was more consistent that the electrical circuit device (we have been using a Fowler "electronic" Z-axis setter).

Renishaw probe (got one - have to rig it up to the CNC mill... one of these days)
