Bobcad/CAM can do all of this. If you define a curved surface in the
CAD drawing, it will use a G02 or G03 to cut it. It decides which
based on which direction you tell it to cut in. If you have the interior
of a pocket defined as a bunch of line segments and arcs that intersect,
You can point at the first segment or arc, show it the direction, and
the last seg or arc to end on, and it will do the whole surface as a
string of G01 and G02 or G03 moves.

I don't really mean to recommend Bobcad/CAM, it is a tough program
to learn, and the support is worthless. There are a number of other under
$1K programs that are most likely better in a number of respects.

You may lose some of these features if you create the CAD drawing with
no respect to how it will be made, and import the DXF or whatever format
into the CAM program. For instance, once the arcs are "exploded" into
thousands of short vectors, it is hard for a CAM program to realize that
a G03 can cut that. Some CAD file export/import procedures can do
that to your CAD data, and then you have a mess.
