You can use a notched timing belt to do it. They used to do the exact same
thing on large industrial wood routers before they started using AC Servo
systems with a built in "encoder". If your control has a parameter for adjusting
the multiplier and/or divider value for the encoder you could just change the
value there, if it allows you to multiply the incoming pulses. But, the use of
a notched timing belt and the correct pulleys would work as well, as long as
you are not looking for super accurate operation.
