Hi Randy:
High precision parts like fuel injectors are often lapped, but they are
not lapped together.
The bores are lapped with a Sunnen hone, and the bodies are lapped with a
ringlap.
Then they are selectively assembled, ie; they are gauged and graded, then
the bodies are matched with the best fitting bores for them.
If you try to lap closely filtting mating parts, they'll most likely seize
together and never ever come apart again.
