I don't think a light fluid like water would be very good.
If you want to use water Use automotive antifreeze which is inhibited
for aluminum now.. In a steel structure anti frese would also work
But an alkaline water solution would work too. Use washing soda to
raise the pH a bit.

EVERTHING has a resonant frequency -- You just have to dampen the
ones in the range you are interested in .
