The oxygen in pure water is in the form of a stable oxide (dihydrogen
monoxide). It won't spontaneously split into gaseous hydrogen and
oxygen. Tapwater does contain some dissolved oxygen but you can get
rid of most of it by boiling it for a few minutes before filling the
tank, then making sure it is filled right to the top and sealed
airtight. You will probably still get a little rust but it will stop
once all the dissolved oxygen in the water has bound to iron.
