If the emergency chain is wired correctly, the green "Estop OK" LED on
the board
should light up. Does it light?

You must use an IEEE-1284 cable. Any other printer cable will NOT work.

You should probably download and run the diagnostic program for the USC,
see the "download diagnostic" and "how to install diagnostic" links on the
USC page at http://jelinux.pico-systems.com/univstep.html

You should also see the step by step checkout list on the USC wiki,
which should be at http://wiki.linuxcnc.org , but doesn't seem to be working
at the moment.
