I agree with the answer but not with the analogy. :)
Octane rating is a measure of how resistant to detonation the gasoline
is. This has nothing to do with top speed, acceleration, or torque,
UNLESS your car engine is of such high compression that it needs a
higher octane gasoline to avoid destroying itself. In which case, yes,
those numbers will all be lower, but only for a short while, until you
melt your pistons.
Running a CNC machine at lower Voltage can be done indefinitely, with no
damage to the machine.

Simply put, it's like running lower octane gasoline in a car.
Acceleration, top speed and low end torque are all affected. The higher
voltage makes the current rise faster in the coils. Think of it like a
Slinky toy http://slinky.org/ if you pull the end faster, the power goes
through the Slinky faster. If the coils have fewer turns, that means
there inductance is lower, which is the same as a higher power supply.
You can think of that as being a shorter slinky (or even heavier wire).
