He is not even bothering to copy the content, he just
puts up a page with your content in an IFRAME and
represents it as his. This IS copyright infringement
even though he does not serve up the actual stolen
content from his server.
The most effective response is to deprive him of the
revenue generated by the ads. You can do this by clicking
on the "Ads by Google" and then use the"Send your thoughts
to Google" link to notify them of the scam.
