The solution provided below works wonderfully especially if you do not
tell the person anything.

They are 'hotlinking' information on your site without your permission.
This is very much frowned on in Blog and web circles. Bad taste and a
theft of bandwidth...

Rename the things he has hotlinked to and put up some really gross
images in their place.

I can email you a few that I use (nothing too bad) -- it is very
effective!
