I run my little mill at 20krpm and have no problems, perhaps its the
cutter. I tend to use two-flute carbide milling cutters.

If anything with smaller cutters your spindle speed is low so the feed
rate will need to be low possibly lower than 10ipm, it is smaller
stuff after all so you aren't going far.
