Dennis,

There is a whole field called "Computer Machine Vision" which deals with
part inspection/gauging using cameras and vision software which does the
heavy lifting of inspecting the images. Look up Cognex for example,
they are the largest supplier of cameras/systems in this market.

The real trick is getting a good image. This involves camera quality,
lighting, and lenses. Depending on the application, it can get to large
$$ quickly.

If someone had software that would allow accurate measurement of parts
by use of camera input only, and perhaps a light, would there be a
market for it?

If it's been done already, I'd be feeling two months' effort level
