Hi Horace.
I agree that changing the ball screw to a finer 5 mm lead pitch will be a
better solution. In fact, I have a 5 mm lead pitch ball screw in reserve.
However, it will be easier to make a belt/pulley reduction as changing the
ballscrew will mean machining the ballnut/bearing holder. I will give the
belt/pulley reduction a first try.
At the end, a combination of belt/pulley reduction and finer pitch ball
screw may be the ultimate solution.

If possible I suggest that you change the ballscrew of Z-axis, as
others have said, the pitch is too course. It seems that the ball
screw is for some sort of fast movement applications, not for mills.
Even if you add a reduction gear, the force on the threads is still
the same, way too big IMHO. It's better to find a ball screw which
has 5 mm lead.
