Maybe than trying to balance the disk while it was spinning, measure
where it needs some mass removed while spinning, stop it, and cut a
bit off. Repeat.
Any camera should be able to make a satisfactory picture, you just
need a short illumination pulse (flash).
At 30,000 rpm, 1° of rotation occurs in 5 µs. This is shorter than a
conventional flash can make. LED's can make very short flashes, and
at low duty cycles can be driven with much more current than their
continuous rating. There are ways to make xenon tube flashes work
faster too, basically use a smaller flash capacitor. These things
are commercially available, an old timing light might work for you,
if it would work at 30000 rpm.
This would be much safer than cutting material with a laser, and
considerably cheaper too.
It would be slower, so if you were working in production quantities
you'd probably want the laser.
I used a high speed strobe to measure deformations of a scan mirror
with a shearing interferometer running at 5000 rpm, it worked quite
well.
